When colleges decide to be test optional, it doesn't count against you if you don't submit scores. They are trying to encourage applicants who might otherwise not apply because they are not good standardized test takers, but who have something else in their overall "profile" that appeals to the college. For example at Providence College, they are heavily into community service and so if you've been extensively involved in that and your transcript shows that you've taken a rigorous curriculum and done well, or if you have held many leadership positions, I would go ahead and apply!
Like Judy said - it doesn't count against you. But if you're not submitting test scores you should definitely plan to kock those college application essays out of the park!
