When I decorated my dorm room, I used clear scotch tape to hang up my pictures and posters. But now there's a new command adhesive by 3M. You can use it on the back of the posters and pictures. It looks similar to putty, but it's very strong. The scotch tape is much cheaper than the command adhesive,though!
You could purchase double sided sticky adhesive tape. Generally this tape is thick and sold specifically for the purpose of sticking an object to a wall. You would place the tape on the back of the poster and the other side to the wall. However you would want to make sure to line up the poster perfectly before sticking it on, because it will be hard to adjust after wards. It should be noted, because it is sticky tape, it will be hard to remove the tape from the back of the poster in the future.
There are some amazing stuff that has come out recently. I use 3m Command Picture Hanging Strips to stick everything on my walls. It is adhesive based and comes completely off with no residue upon removal. You can also try plain old duct tape. Its great but you will have a strip of tape on your stuff. I guess you can use different colored duct tape to place a border around your poster and pictures.

This depends if the wall is painted or not. I've seen many use foam tape on painted cement or cinder and it would damage the paint job on removal unless you used a hairdryer or other heating device to soften the glue. I wouldn't risk that though. I've had luck using 3M products such as Command Strips. They are made specifically to adhere to any wall and not damage it. Worked for me, and I hope it works for you.
Use scotch tape on the back. Make a loop and use them to put up anything you want. Don't use nails, etc because it will damage your (their) walls! Worst case scenario, you could always use mailing tape, which is really strong scotch tape - but it may damage your poster when you take it down. Good luck.
A glue gun works great. It will not damage the posters or remove paint from the wall. When you are ready to remove the poster, simply peel it off and the glue can be rubbed off with your fingers (it will ball up and peel right off). I learned this from a janitor at a public school that has this type of walls. I've done it on my basement walls with great success.

I would also have the tape rolled up and put sideways on the back of the poster so the pull of gravity won't roll it off the wall. Any other types of adhesive would be a bad idea. Colleges hate to see holes in the wall and would not like to see any glue on the wall either. I would stick with the Scotch tape to put up the posters and pictures in your college dorm.
There are many ways to stick posters and pictures to cement block wall. Duct tape usually works really well for hanging light weight items. You can also buy poster putty. I highly recommend poster putty because as long as you use enough of it you can stick anything to a cement wall. I also like it because it come right off because it sticks better to itself then anything else.
Tape is exceptionally versatile when you're talking about inside walls; just be sure to hit all four corners and maybe the edges for good measure. Don't lay the tape flat, roll it up and stick it under. If it's not an inside wall or if you're concerned about that option, I'd suggest you go with double-sided adhesive. You can usually find these at places like Target.
HandiTak is probably the best. You can also use double sided tape. You want to make sure that you don't use anything that will be permanent, like super glue. The university could charge you to repaint the room. They also have those cool hooks, that don't leave any residue when you take them off. Those are probably the best.

If the cement block is unpainted, then you can just use heavy duty tape. However, if the wall is painted, then you need to be careful of what you use. Colleges are usually pretty strict about keeping the walls in decent condition. They usually have specific guidelines about what you can use to attach pictures to the wall.
