I can't speak about the University of Georgia specifically, but I've attended two undergrad universities known for being "party schools" and have found it pretty easy to juggle school with my social life. You can carve out your own study times - it might be unreasonable to study in your dorm on a Friday night, but if the library or a coffee shop is open on campus, that's a great place to study with fewer distractions. Early weekend mornings are also good times to study in your dorms - most people are too busy sleeping to make too much noise!
